St. Paul’s economy consists of small retail businesses of goods and services, local medical services, local construction businesses, and agribusinesses supporting surrounding agricultural base of irrigated cropland and birth-to-market animal
feeding facilities.
A forward-looking city government, Chamber of Commerce, and Development Corporation work together for business and community development efforts.
It is the intent of the City of St. Paul to implement an economic development program, the purpose and goals of which will be:
Create or retain jobs and generate improved employment opportunities;
Expand labor markets of St. Paul and Howard County;
Attract new capital investments to the community and broaden the tax base and
Provide economic diversification to ensure economic stability and vitality for the community of St. Paul and the surrounding area.

The St. Paul Development Corporation, formed June 25, 1985, is organized not for profit and the objects and purposes to be transacted and carried on are to further the economic development of St. Paul and Howard County, Nebraska and its environs and promote the general social welfare of St. Paul and Howard County, Nebraska.
The St. Paul Development Corporation, Inc is created with these goals in mind:
To nurture and improve the present economic status and opportunities in St. Paul and its surrounding area, while retaining the special qualities of small-town America.
To increase economic opportunities for all our citizens, while enhancing their educational, social, cultural and physical well being.
To develop all our assets, to turn deficits into assets, to add assets, to utilize the talents of all our citizens.
To stem our city and county population losses, yet grow in population only gradually and naturally.

Local Option Municipal Economic Development Act (LB840)
The citizens of St. Paul passed Legislative Bill 840, a 15-year economic development plan in the spring of 2000. This local option municipal sales tax designates a one percent (1%) tax for economic development use.
The Nebraska Advantage package was designed to create a business climate that makes Nebraska the preferred location for starting and growing your business. The Nebraska Advantage rewards businesses that invest in the state and hire Nebraskans. In this progressive, pro-business tax climate, corporate income and sales taxes are reduced or virtually eliminated.
